Sentiment remains cautious as Canadians work to understand how (or whether) these shifts will impact them personally.
Layered on top of all this is a softening in consumer confidence as many are unsure what the next 12 months will look like given the current geopolitical tensions, macroeconomic conditions, and how these forces ultimately trickle down into personal financial decisions.
The Policy Picture vs. Real Impact
While last week’s federal budget did allocate meaningful dollars toward housing supports – including $25B over five years for rental protection, supportive housing and Indigenous housing – it offered very little in terms of direct incentives for traditional homebuyers or move-up sellers in Toronto. The measures announced won’t materially shift affordability in the immediate term for most, which means pricing and strategy remain the real drivers of successful outcomes today – not waiting for policy to change the math.
Here’s the grounding truth most industry watchers now agree on: we are close to, if not at, the bottom of this price cycle. Market outlooks point to a similar start to next year before a gradual return to moderate price growth in 2026.

For buyers: more choice, more negotiating room, lower borrowing costs – and increased purchasing power relative to recent years.

Central Toronto saw softer conditions in October, with detached homes experiencing a substantial year-over-year price adjustment (-13%). Condos also posted lower average sale prices and slightly longer days on market, while semis remained relatively steady with only marginal movement. Overall, the area is seeing price moderation paired with more measured decision-making from buyers – making accurate pricing and positioning increasingly important for sellers.

West Toronto Market Spotlight
West Toronto was more varied. Detached homes posted a slight year-over-year price increase despite fewer sales, signalling continued demand for well-positioned opportunities. Semi-detached and condos, however, trended lower in both price and sales volume, and active listings climbed meaningfully – giving buyers more choice. In this part of the city, performance is highly property-specific, and the strength of the result comes down to pricing precision and how each listing stands up against direct competition.
